Egypt Adopts New Licensing Requirements for Cosmetics Manufacturing Facilities Under ISO 22716
In a move reflecting Egypt’s continued efforts to strengthen industrial quality and regulatory oversight, the Minister of Industry, Eng. Khaled Hashem, issued Resolution No. 114 of 2026 approving updated licensing requirements for cosmetics manufacturing facilities in accordance with the international standard ISO 22716.
The decision comes as part of broader efforts to align the cosmetics sector with international manufacturing and quality standards, while supporting the competitiveness of Egyptian products in both local and export markets.
12-Month Compliance Period Granted
The resolution grants cosmetics manufacturing facilities a 12-month grace period starting from 16 April 2026 to comply with the newly adopted requirements.
According to the Ministry of Industry, the transition period aims to support manufacturers in adjusting their operational and technical frameworks without disrupting production continuity.
The decision also reflects a wider governmental direction toward improving industrial quality systems and strengthening compliance across manufacturing sectors.
What is ISO 22716?
ISO 22716 is the internationally recognized standard governing Good Manufacturing Practices (GMP) for cosmetics manufacturing.

Dr. Nahed Youssef, Chairperson of the Industrial Development Authority, also emphasized that adopting ISO 22716 as a licensing reference is expected to support Egyptian exports and strengthen Egypt’s position as a regional hub for cosmetics manufacturing.
The updated requirements were developed through the Industrial Licensing Requirements Committee established under the Industrial Licensing Facilitation Law, with participation from experts and relevant regulatory stakeholders.
